| BOARD OF EXECUTIVE OFFICERS |

The Board of Executive Officers is responsible for the day-to-day management of the business in line with the strategies and policies established by the Board of Directors. The Board of Executive Officers meets whenever called by the CEO or by two Executive Officers. Each Officer is responsible for conducting the operations of their areas of operation. Officers are elected for a two-year term, re-election being permitted. The Board of Executive Officers currently comprises six Officers, including the CEO, as follows:

Benjamin Steinbruch - Mr. Steinbruch has been a member of CSN’s Board of Directors since April 23, 1993, Chairman of the Board since April 28, 1995, and CEO since April 30, 2002. He is also the CEO of Vicunha Siderurgia S.A., a member of the Board of Câmara Portuguesa, 1st Vice-President of FIESP since September 2004, a member of FIESP‘s Superior Strategic Council, and a Board member of Instituto Roberto Simonsen and IEDI - Institute of Industrial Development Studies. In the past five years, he has held the following positions: Chairman of the Board of Directors and CEO of Vicunha Siderurgia S.A., Vice-Chairman of the Board of Directors of Textilia S.A., a member of the Board of Directors of Vicunha Aços S.A., Vicunha Steel S.A., Vicunha S.A., Elizabeth S.A. - Indústria Têxtil, Vicunha Participações S.A., an executive officer of Rio Purus Participações S.A. and Rio Iaco Participações S.A. (all of which part of CSN’s controlling group), a member of the Board of Directors of Companhia Metalúrgica Prada and Nacional Minérios S.A. (CSN subsidiaries), a member of the Deliberative Council of Fundação CSN and an Administrator of Fazenda Alvorada de Bragança Agro-Pastoril Ltda., Ibis Agrária Ltda., Ibis II Empreendimentos Ltda., Ibis Participações e Serviços Ltda., Haras Phillipson Ltda. Mr. Steinbruch has a degree in Business Administration from the Getulio Vargas Foundation’s School of Business Administration in São Paulo, with post-graduate studies in Marketing and Finance at the same institution.

Enéas Garcia Diniz - Mr. Diniz has been Production Officer since June 21, 2005. He has been with CSN since 1985, having occupied the following positions: General Manager of Hot Rolling, General Manager of Maintenance, Head of Metallurgy and Head of the Presidente Vargas Steelworks. He is Chairman of the Board of Directors of Transnordestina Logística S.A., a member of the Board of Directors and an executive officer of Companhia Metalúrgica Prada and Cia. Metalic Nordeste, a member of the Board of Nacional Minérios S.A., Sepetiba Tecon S.A. and Lusosider Planos S.A., an executive officer of CSN Cimentos S.A. and CSN Energia S.A. and a member of the Deliberative Council of CSN’s Pension Fund (CBS). He has a degree in Engineering from the Pontifical Catholic University of Rio de Janeiro, specializing in Mechanical Engineering, specialization in Business Management at the Universidade Federal Fluminense do Rio de Janeiro and a Corporate MBA from the Dom Cabral Foundation in Belo Horizonte.

Luis Fernando Barbosa Martinez - Mr. Martinez has been Steel Commercial Officer since August 2, 2011. He joined the Company in 2002, having previously served as Commercial Officer. He is President of the Brazilian Steel Packaging Association (ABEAÇO), an executive officer of Cia. Metalic Nordeste, CSN Energia S.A. and CSN Cimentos S.A. and an alternate Board member of Nacional Minérios S.A. Before joining CSN, he was Commercial Officer at Alcan Alumínio do Brasil S.A., a company where he worked for 14 years in various positions in the process, quality, product/market development and commercial areas. He was also an executive officer of CBCA (Brazilian Steel Construction Center) and ABCEM (Brazilian Metallic Construction Association). Mr. Martinez has a degree in Metallurgical Engineering from the Mauá Technology Institute (IMT), and a graduate degree in Industrial Administration from the University of São Paulo’s Production Engineering School. He also attended the Corporate Management Development Program at Alcan Aluminum Limited, in Montreal, Canada.

José Taragano - Mr. Taragano has been Projects Officer since December 15, 2009. He is a member of the Board of Directors and an executive officer of Cia. Metalic Nordeste, a Board member of Companhia Metalúrgica Prada and Nacional Minérios S.A., and an executive officer of Estanho de Rondônia S.A. - ERSA. Before joining the CSN Group, he was Chief Operating Officer of Brenco - Cia Brasileira de Energia Renovável, Head of Packaging and Recyclables at Klabin S.A., Head of Worldwide Environment and Health & Safety at Alcoa Inc. in Nova York/Pittsburgh, as well as Head of Primary Products/Aluminum, Alumina & Chemical Products, Head of Quality and Human Resources and Production Superintendent of Alcoa Latin America in São Paulo. He was also Chairman of CEMPRE - Corporate Commitment to Recycling, a member of the Healthy People 2010 Business Advisory Committee in Washington and an independent Board member of ECOSORB. Mr. Taragano has a degree in Metallurgical Engineering from the Pontifícal Catholic University of Rio de Janeiro (PUC-RJ), an MBA in Marketing from the University of São Paulo’s Business School (FIA-SP), and completed post-graduate programs at MIT (Sloan Executive Program) and Harvard Business School (Finance for Senior Executives).

Juarez Saliba de Avelar - Mr. Avelar has been the Executive Officer responsible for new business since October 26, 2011. He worked for CSN from 2003 to 2010, when he was Head of Ports and Railroads, Head of Mining, head of Minerals and New Business Officer. Before joining CSN, he was CEO of Ferteco Mineração, Head of CVRD’s Southern and Northern Systems and CEO of Steel do Brasil Participações S.A. between January 2010 and August 2011. Mr. Avelar is currently a member of the Board of Transnordestina Logística S.A. and Sepetiba Tecon S.A. He has a degree in Mining Engineering from the Federal University of Minas Gerais.

David Moise Salama - Mr. Salama has been Investor Relations Officer since August 2, 2011. He has worked for CSN since 2006, and previously served as Investor Relations Manager. He is also an executive officer of CSN Cimentos S.A.. Before joining CSN, he was Financial and Controllership Officer at Tecnisa Engenharia e Comércio, Birmann Comércio e Empreendimentos and Goldfarb Comércio e Construções, Head of Consolidated Financial Information at Unilever Brasil and a Senior Auditor at PricewaterhouseCoopers. He is a member of the National Investor Relations Institute and of the Brazilian Investor Relations Institute. He has a degree in Accounting and an MBA in Finance from the University of São Paulo’s Faculty of Economics, Administration and Accounting (FEA-USP).

Tufi Daher Filho - Mr. Daher Filho has been Executive Officer since October 4, 2012. Prior to that, he was the CEO at Transnordestina Logística S.A. from March 2007 to October 20012. From January 2000 to June 2006, Mr. Daher Filho worked for Telemar Group, serving as Superintendent at the subsidiaries located in the states of Amazonas and Roraima. He also served as Customer Care Officer at the subsidiary in the state of Ceará, Superintendent Officer at the Pernambuco Regional Office, Superintendent Officer at the Rio de Janeiro subsidiary, Officer for the Southeast Region, as well as, Brazilian Operations COO. Mr. Daher Filho led the Operation and Maintenance of Fixed and Mobile Area of Telemar Group as of July 2004. He has also served as Business Unit Manager at RFFSA and FCA-MG and Operations Manager at CBTU (Brazilian Company of Urban Trains). Mr. Daher Filho holds a bachelor degree in engineering from the Catholic University of Minas Gerais. His educational background includes studies in Transportation Planning at the Japan International Cooperation Agency, in Japan, an MBA from the Dom Cabral Foundation, and an Advanced Management Program from Insead, in France.
